浅析适应电子商务的福建省老年教育需求

Fujian Province has entered an aging society since 1996, and the aging population is in a period of rapid development. According to the implementation plan for establishing and improving the elderly health service system in Fujian Province, by the end of 2019, there were 5.816 million elderly people aged 60 and above in Fujian Province, accounting for 14.6% of the total population; There were 3.695 million people aged 65 and above, accounting for 9.3% of the total population; There were 633000 elderly people aged 80 and above, accounting for 10.9% of the elderly population. It is predicted that around 2050, the proportion of aging population in Fujian Province will be as high as 30%. In the future, the population aging in Fujian Province will intensify, and the impact will continue to deepen. Under the background of aging in Fujian Province, education for the aged is one of the important ways to realize active aging. With the progress of science and technology, the rise of e-commerce and the rapid development of the Internet economy, e-commerce has a profound impact on shopping, medical care, travel, tourism and other consumption and entertainment fields. The elderly also want to enjoy the convenience brought by the development of e-commerce, and the structure and content of Education demand show new trends and new characteristics. In 2019, the general office of the State Council issued the opinions on promoting the development of elderly care services (GBF [2019] No. 5), which proposed to implement the action of "Internet + elderly care" and promote the deep application of new generation information technology and intelligent hardware such as artificial intelligence, Internet of things, cloud computing and big data in the field of elderly care services. In 2020, the general office of the State Council issued the opinions on promoting the healthy development of elderly care services (GBF [2020] No. 52), supporting various institutions to establish universities for the elderly and participate in elderly education, promoting the establishment of "open universities for the elderly" and "online universities for the elderly", and building a national platform for sharing elderly education resources and public services. The government is building a service network that can provide lifelong learning opportunities for the whole people to better meet the lifelong learning needs of learners "from infants to the elderly". Therefore, in the future, the supply of elderly education in Fujian Province should be guided by the actual needs of the elderly, and the contradiction between the supply and demand of elderly education should be solved, so as to fundamentally promote the sustainable development of elderly education in Fujian Province. In order to better meet the needs of the elderly education and realize effective supply, it is necessary to conduct in-depth research on the demand motivation of the elderly education in Fujian Province, which is adapted to e-commerce.
 
1、 Analysis of the present situation of the elderly education in Fujian Province
 
Fujian Province established the University for the aged in 1985, which is one of the provinces that carried out the elderly education earlier in the country. Fujian Province has established a three-level university service system for the elderly, including provincial, city, county (District), and has basically formed a school running system. In November 2017, the general office of the people's Government of Fujian Province issued the development plan of elderly education in Fujian Province (2017-2020), which pointed out that there were 119 elderly universities at or above the county level in Fujian Province, including 1 at the provincial level, 9 at the municipal level divided into districts, 86 at the county level, and 23 other units such as the army and universities. A school pattern of coordinated development of elderly university education, urban and rural community elderly education, and distance elderly education has been formed.
 
In the future, the aging of population in Fujian Province will be rapidly deepened. With the rapid development of Internet economy and society, information science and technology are changing with each passing day. The elderly need to receive new knowledge and skills through elderly education and training to better integrate into the modern society. Fujian Province, relying on the innovative learning forms of old-age education such as old-age schools, old-age universities and community schools, has set up long-distance education viewing points for the elderly, built "Fujian old-age learning network", shared the course resources of "Fujian lifelong learning online", and developed online course videos such as medical care, calligraphy and painting. However, there are still problems such as insufficient number of teachers, weak school running conditions and unbalanced regional development in Fujian's old-age education. According to the report on the development of community education and elderly education in Fujian Province from the perspective of big data (2019), the team building of community education and elderly education is mainly composed of part-time personnel, with only a small number of full-time personnel, and there is a lack of full-time personnel and full-time teachers. In addition, lectures are the main form of elderly education and training. In terms of training content, citizens' quality and culture and art courses are preferred, and online shopping, online payment and other e-commerce related knowledge are less involved. The investment in community education in Xiamen is far higher than that in other regions, accounting for 33.36% of the provincial community education investment. The investment in elderly education in Fuzhou is far higher than that in other regions, accounting for 68% of the provincial elderly education investment. From the distribution of institutions and the development of relevant education, Fuzhou, Xiamen and Longyan are the main areas. The number of community education and training in Xiamen is much higher than that in other areas, accounting for 35.64% of the whole province. The number of elderly education and training in Fuzhou, Quanzhou and Longyan accounts for 55.85% of the total number of elderly education and training in the whole province. Facing the new situation and new challenges, the elderly education in Fujian Province needs to grasp the development direction actively, so as to further promote the sustainable and healthy development of the elderly education.
 
2、 Adapt to the needs of e-commerce for elderly education
 
In order to understand the needs of e-commerce education for the elderly, random interviews were conducted with some elderly people from various cities and counties (districts) in Fujian Province. According to the interview records, the elderly education needs to adapt to e-commerce mainly include the following three aspects.
 
(1) Computer, smart phone, network connection and other operation skills training
 
Now, with the vigorous development of e-commerce, especially mobile e-commerce, many e-commerce platforms have sprung up, providing consumers with a variety of products and services. Using e-commerce platform to purchase products is no longer the patent of young people. More and more elderly people are gradually accepting the consumption mode of purchasing products and services through the Internet. Limited by age, region, education, psychology, physical health, economic status, social support and other related factors, many elderly people in Fujian can not keep up with the pace of development in the Internet age in their later years. In particular, the elderly in economically underdeveloped remote mountainous areas such as Nanping and Ningde do not even use computers, smart phones and other products, let alone network connection, code scanning and shopping. In November 2020, the general office of the State Council issued the implementation plan on effectively solving the difficulties of the elderly in using intelligent technology (GBF [2020] No. 45), which pointed out that the "digital divide" problem faced by the elderly in China was becoming increasingly prominent. Many elderly people could not access the Internet and use smart phones, and could not fully enjoy the convenience brought by intelligent services. Fujian Province's elderly education courses should provide some training on computer, smart phone, network connection and other operation skills, which will greatly reduce the difficulties faced by the elderly in online consumption.

(2) Online shopping, online payment, use of social software and other related knowledge training
 
Internet technology has brought people online shopping, online payment, video call, online reservation and other functions, but most of the elderly obviously do not master these functions. In the traditional offline shopping mode, elderly consumers are often not very convenient to go to many stores for shopping and consumption due to their physical mobility and limited physical energy. E-commerce platforms, especially mobile e-commerce, help elderly consumers solve these problems. Sometimes, the elderly only need a smart phone to connect to the Internet and can browse all online stores to obtain the products and services they need, saving a lot of time. In the later stage, we can also solve the problem that the elderly are inconvenient to carry large and heavy goods by selecting the logistics service of commodity goods delivery to the door. It can be seen that online shopping has brought great convenience to the elderly, and can meet the needs of the elderly for convenient and fast goods and services. However, for online shopping, online payment, online reservation and other content with high threshold and complex network operation, most of the elderly often feel "powerless". Not only the elderly in Fujian Province, but also many elderly people in other areas have become "Internet marginal groups" because they can not pay online, shop online and make online appointments, and they encounter many inconveniences in their daily life such as travel, consumption and medical treatment. For example, the imperfect training mechanism makes it difficult for the elderly to apply the new technologies of modern mobile communication and Internet to medical consumption and fitness consumption; In the normalization period of epidemic prevention and control, it is necessary to show the health code to enter public places, and it is necessary to scan the mobile phone code to register to take a bus, etc. the travel and shopping of the elderly with low Internet usage rate are restricted. The rapid development of Internet technology has brought many frustrations to the elderly. The elderly have a strong demand for learning online shopping, online payment, the use of social software and other related knowledge.
 
(3) Training on legal knowledge of consumer protection in E-commerce
 
While e-commerce brings people to consume goods and services, it can not avoid the risks and disputes arising from transactions. The virtuality, concealment and mobility of the network pose higher challenges to transaction security and consumer rights protection. The protection of consumers' rights and interests in e-commerce is faced with such problems as malicious harassment of consumers by asking for favorable comments, false descriptions of substandard goods, false propaganda for price fraud, and the use of information advantages to lure and mislead consumers. The network integration of the elderly group faces the risks of false information deception and personal privacy disclosure. The new perception mode is accompanied by use barriers, and the cognitive limitations of the elderly lead to insufficient discrimination ability and easy to be deceived. Moreover, the elderly are less sensitive to new technologies and less receptive to them than the young due to their unfamiliar network operation and physical condition, so they are more vulnerable to deception. In the education and training for the elderly in Fujian Province, we should popularize the legal knowledge of consumer rights and interests protection for the elderly, improve the awareness of safe consumption of the elderly in online shopping, social networking and online transactions, safeguard their legitimate rights and interests, and protect the safety of personal information.
 
3、 Facing the dilemma of e-commerce education for the aged
 
(1) The penetration rate and participation rate are not high
 
Due to the lack of information technology skills, online shopping, online payment, the use of social software and other related knowledge are still difficult for the elderly. In the modern information society, the elderly are actually excluded and marginalized. At the present stage, the propaganda of the elderly education institutions in Fujian Province is not in place, and the education and training information is not transmitted to the elderly through the channels familiar to the elderly in a timely manner, which makes the popularization rate and participation rate of the elderly education low. Some old people simply can't find a place to sign up for the elderly education training, or they are unwilling to take time to participate in the training due to their physical mobility and too busy taking care of their grandchildren. The educational institutions for the elderly in Fujian Province have not formulated learning and training plans according to the actual situation of the elderly, and they have not made full use of online education resources to guide the elderly to participate in education and training. The participation of the elderly in the education and training of e-commerce related knowledge is not high enough.
 
(2) Insufficient supply of educational resources and services
 
The foundation of the elderly education in Fujian Province is weak and the teaching points are insufficient, which seriously affects the education and training of e-commerce related knowledge. The competent government departments did not conduct enough research on the e-commerce related knowledge education of the elderly, and did not really understand the learning needs of the elderly. The existing resource supply is insufficient, there is a lack of stable funding, and the number of personnel engaged in the elderly teaching of e-commerce related knowledge is small. In the education and training practice, there is neither a complete and specific teaching plan nor a scientific teaching effect evaluation tool. These problems involve teachers, funds, teaching points, teaching means and other aspects, and need to be completed by multiple departments. It is difficult to solve these problems and it is difficult to complete them in a short time. Although there is a large demand for e-commerce related education for the elderly, due to the constraints of school premises, teaching staff, hardware facilities and other factors, it is still unable to meet the desire of the elderly in Fujian Province for learning and training.
 
(3) The course content is outdated
 
At present, the curriculum content of the elderly education in Fujian Province mainly includes art and physical education, mainly including singing, painting, calligraphy and dancing. The curriculum content is old. In addition, the teaching materials of the courses are old, the number of courses is small, the course system is incomplete, and the teaching quality is difficult to guarantee. In fact, in addition to these traditional art and sports classroom teaching, the elderly want to receive training on online shopping, online payment, the use of social software and other related knowledge. At present, the elderly education in Fujian Province is relatively deficient in these aspects. Due to the limitation of objective conditions, the curriculum content of the elderly education in Fujian Province is mainly based on the traditional curriculum, not based on the actual needs of the elderly. It is not close to the life of the elderly, which is not conducive to the updating of the knowledge of the elderly and the socialization of the elderly education.
 
4、 Countermeasures and suggestions
 
(1) To increase investment, improve the supply of elderly education resources and solve the dilemma of insufficient teaching points and lack of community elderly education, Fujian provincial government departments, society, the elderly themselves and other efforts are required. Government departments should not only reform the old-age education system, increase capital investment, expand the scale of old-age education in Fujian Province, and improve the school running conditions, but also introduce a market-oriented mechanism, expand more social resources, attract more social funds to invest in old-age education in Fujian Province, and gradually increase the supply of teaching points for old-age education in Fujian Province. As an important service institution for home-based elderly care, the community should fully mobilize the resources of e-commerce education institutions for the elderly, constantly expand the community's elderly education service function, and actively set up an elderly education training teaching point at the door of the home. Colleges and universities have high-quality teachers, teaching places and teaching resources. They should make full use of the resource advantages to carry out elderly education. They should encourage outstanding talents of some vocational colleges and universities in Fujian Province to engage in volunteer services and participate in the elderly education and training related to e-commerce. They should establish an elderly education information resource bank and a teacher resource bank to expand the supply of elderly education resources.
 
(2) Develop appropriate teaching materials and strengthen the construction of the curriculum system of senior education
 
According to the development needs of the information technology era, combined with the actual needs and physical and mental characteristics of the elderly, the contents of the education and training courses for the elderly in Fujian Province should discard the old and add new ones. On the basis of optimizing the traditional education courses for the elderly, new educational contents of e-commerce related knowledge should be continuously developed. At present, most of the training materials selected for the elderly education courses in Fujian Province are general textbooks or teacher's handouts. The education and training materials for e-commerce related knowledge of the elderly have not been properly developed. The existing elderly education materials fail to meet the actual needs of the elderly for education. Relevant education and training teachers can independently compile or carefully select textbooks suitable for the elderly's acceptable e-commerce related knowledge in combination with their actual teaching experience, and formulate curriculum standards integrating e-commerce related knowledge and integrating practicality and interest, so that the contents of the elderly education courses can better meet the daily needs of the elderly such as online shopping, online payment and online booking, So that the elderly can fully enjoy the convenience of life brought by Internet information technology.
 
(3) Carry out the "online and offline integration" elderly education and training activities. Currently, the elderly education and training in Fujian Province is generally conducted in some universities, schools or community activity rooms for the elderly, and teachers carry out face-to-face on-site teaching for the elderly. However, because many elderly people need to help their children take care of their children after retirement, or some elderly education and training teaching points are far away from home, and the elderly are inconvenient to travel due to physical reasons, As a result, many elderly people can not receive the education and training of e-commerce related knowledge as they wish. Now is the age of information technology. The elderly can learn knowledge through a large number of Internet data information platforms. Fujian Province can carry out the "online and offline integration" elderly education and training activities, closely combine online course learning with offline education and training, and link online learning resources with offline education resources to meet the needs of the elderly to receive e-commerce related knowledge education and training. After the elderly have mastered the basic Internet skills, they can conduct online learning anytime and anywhere through community teaching video sharing, Tiktok and wechat short video. This ensures that the elderly can independently choose the most appropriate learning time and intensity whether they are not at the teaching point, offline or online. In addition, the elderly can also repeatedly learn e-commerce related knowledge that they do not understand in the way of circular broadcasting, or share and discuss with friends, friends and classmates, so as to effectively grasp knowledge. Compared with the traditional face-to-face offline teaching which is easily restricted by time and space, it is a very effective learning mode to promote the education and training of e-commerce related knowledge for the elderly by adopting the online offline online integration mode. It covers a wide range and has a large impact, and is easier to be recognized by the elderly.
