The Guidelines for Construction Technology Management of Electric Power Construction Projects and Regulations on Safety, Health and Environmental Management of Electric Power Construction clearly stipulate that all construction activities must have safety construction measures, and before construction, all personnel participating in the construction shall submit their written submissions and sign for approval. Construction is strictly prohibited without measures and without submission. In the process of safe submission, the staffing and construction personnel shall participate in the submission, record, visa and approval in accordance with the procedures. If the construction is done without measures or without a statement, the responsible person shall be dealt with seriously once it is found through inspection.
Article 28 of the Regulations on the Administration of Safety in Production of Construction Projects stipulates that the construction unit shall take corresponding safety measures at the construction site in accordance with the changes of different construction stages and surrounding environment, seasons and climate.
Article 48 stipulates that the construction unit shall, in accordance with the characteristics and scope of the construction of the construction project, monitor the parts and links prone to major accidents at the construction site, formulate emergency rescue plans for production safety accidents at the construction site and organize regular drills.
2.2 Understanding the Importance of Seasonal Construction Safety Measures
Seasonal construction safety measures (including construction safety measures in rainy season, construction safety measures in high temperature season and construction safety measures in winter) are one of the main construction schemes (measures) of professional design of construction organization. According to the format of "emergency plan", safety construction measures and schemes of other important and important construction projects are compiled as one of the important measures to ensure seasonal construction safety.

Before the seasonal construction comes, the administrative leaders of each unit organize themselves and invite trade unions at the same level to participate in a special safety inspection and make original records.

The problems found in the major inspection can be rectified by the "Notice of Safety Hidden Danger Rectification" and checked and verified within the time limit according to the "three definite principles", thus laying a good foundation for seasonal construction safety.
