ABSTRACT: With the rapid development of domestic economy, municipal roads and bridges, as the infrastructure of urban construction, are playing a huge role. Municipal bridge is an important part of urban construction projects. Its construction technology is difficult, involves a wide range of influence, and there are many uncertain constraints. It has become a difficult problem in urban construction work. This paper discusses the characteristics of construction management of municipal road and bridge engineering, and puts forward corresponding construction management measures.

With the rapid development of urbanization in China, the cause of transportation construction has been vigorously developed. As an important part of municipal road and bridge construction, bridge engineering plays an important role in connecting roads and crossing rivers. Therefore, how to improve the construction management level of bridge engineering quickly and effectively is of great significance to the development of urban construction.
Characteristics of Construction Management of Municipal Road and Bridge Engineering
Municipal road and bridge engineering is an important part of urban infrastructure construction. Most of the funds for construction come from the financial budget of local governments at all levels. In addition, it has a certain nature of social public welfare, construction sites are mainly concentrated in urban and rural areas, often subject to traffic location and surrounding geographical environment and other factors, and has the characteristics of "short, flat and fast". In recent years, municipal road and bridge projects are often used as a manifestation of the achievements of local governments at all levels, and their political color is more and more strong. A few construction enterprises blindly pursue economic benefits in actual construction, but neglect the improvement of construction technology and engineering quality, coupled with the inadequate supervision work, resulting in various quality hidden dangers after the completion of municipal road and bridge projects. Some municipal road and bridge engineering design schemes are unreasonable, and the corresponding construction technology level has not kept pace with the times. All these will make the construction management of municipal road and bridge engineering more difficult.

"100-year plan, quality-oriented". It is the precondition to ensure the good quality of engineering construction that construction enterprises follow the correct construction sequence. Engineering construction managers organize construction strictly according to the design specification process, and take the design drawings as the basis and reference for guiding construction operation. Construction technicians should timely check the actual effect of construction sequence, conduct comprehensive and systematic analysis and evaluation of the quality situation in the construction process, control the dynamics of the project construction, and ensure that the sequence effect of the project construction meets the requirements of design specifications.
Strengthen construction site management. An orderly construction site can improve the quality of engineering products and shorten the construction period. Strictly arrange the construction site according to the design scheme of construction organization approved by the review, and organize the construction in an orderly manner. If there are special circumstances, construction technicians should timely feedback, discuss and adjust the construction plan. Strengthen the inspection and supervision of the construction site, find and solve problems in time, and ensure the safety and orderliness of the construction site.
Strengthening construction technology guidance and training. The level of construction technology is the key factor to determine the quality of the project. Strengthen the training and assessment of construction technology for employees, and appoint technicians who are skilled, experienced and responsible to the site to guide construction. Construction enterprises should actively learn and absorb advanced construction technology and technology at home and abroad, boldly innovate in the actual construction process, and use various new technologies, new technologies and new materials to improve the quality of the project and construction efficiency.
Strengthening construction quality supervision. Quality supervision is the core of engineering quality management and the guarantee of Engineering quality. Internal enterprises should improve the system of self-inspection and spot check, establish incentive mechanism of rewards and punishments, enhance the quality awareness of construction operators, and encourage everyone to compete for positions.

"People-oriented, safety first". Safety management is the most important part of the whole project construction management. Construction enterprises should follow the scientific tenet of "people-oriented", establish a comprehensive safety management evaluation and analysis system, comprehensively assess the potential risks in each stage of bridge construction, formulate solutions and improve the safety management level in each construction link. The construction personnel should set up the operation goal of "safety first", strictly abide by the operation regulations in safety production, improve their own safety quality and reduce the probability of safety accidents.
For municipal road and bridge engineering, safety management can be cut in from three aspects: personnel safety, building safety and engineering safety, to prevent illegal construction and possible injury to personnel, and to eliminate accidents and casualties. For the quality problems such as cracks and collapses, which are easy to occur in the construction process, safety control should be done to improve the strength and stability of the structure. The risk early warning management mechanism should be established in advance for the hidden danger links which are prone to safety accidents in the construction process, and the pre-prevention and control work should be done in advance for the parts which are prone to risk incidents. We will not change the drawings and construction plans at will, improve the safety warning system, formulate emergency safety accident plans, reduce risk factors, and comprehensively improve the overall construction safety management level of municipal road and bridge projects.
3. Progress management
Whether the municipal road and bridge project can be delivered on time, the construction schedule management is particularly important. In the actual process of bridge engineering construction, it is necessary to compare the actual amount of work completed on the construction site with the previous construction schedule, find problems in time and adjust them in time.
In the specific progress management of municipal road and Bridge Engineering construction, the following aspects should be paid attention to: scheme design, including the basic situation of the project, construction sequence and related data, construction managers can efficiently guide and arrange construction according to these contents; schedule inspection, which involves some work. Once problems are found, the construction plan should be revised immediately. It is suggested that the construction plan should be adjusted in time to meet the actual needs according to the suggestions of front-line constructors and the specific conditions of construction projects.
4. Cost management
Cost management is an important part of the management of modern construction enterprises, and it is also a decisive factor that directly affects the unit benefit of construction enterprises. With the continuous improvement of the socialist market economy system, the competition among construction enterprises is becoming increasingly fierce. The advantages of each construction enterprise in the market are no longer only technology, capital and brand, but also cost management has become another important link. Construction cost management is an important part of the construction management of municipal road and bridge engineering, which mainly includes the following two aspects: on the one hand, the explicit cost and hidden cost in the process of production and operation, such as the actual cost of enterprises, market loss and principal-agent capital expenditure; on the other hand, the construction personnel created for enterprises. Various competitive advantages.
Municipal road and bridge construction cost management requires enterprises to use cost analysis method to analyze various data of enterprises themselves and competitors, so that enterprises can adapt themselves to the changing external market environment. Faced with competitors, construction enterprises should formulate cost control schemes suited to their own characteristics. Finance personnel regularly make statistics and accounting on the amount of completed projects and cost consumption, do a good job of cost control in each link of the construction process, and improve the economic level of project management.

Therefore, the municipal road and bridge engineering is a comprehensive system engineering. In the process of concrete construction, construction enterprises must formulate the whole process and all-round project management system that conforms to the characteristics of the project, so as to ensure the smooth progress of municipal road and bridge construction.
