农业院校财政教育奖助项目绩效研究

  Abstract: Financial education awards and subsidise project of Zhongkai University of Agricultural and Engineering was analyzed,and its performance was objective evaluated. The improvement measures were put forward from qualification,scope ,policies and university subsidy.

Financial education grants are the main part of the national university funding policy system and an important measure for the country to achieve educational equity. In 1986, the former State Education Commission and the Ministry of finance began to implement the "scholarship system" pilot in some ordinary colleges and universities. In 1987, it was stipulated that the scholarship system should be fully implemented among the freshmen of undergraduate ordinary colleges and universities. In 2002, ordinary colleges and universities began to implement the national scholarship system. In 2007, the state established a financial aid system for college students and systematically formulated a financial aid system for colleges and universities. In 2010, the state supplemented the financial aid policy and increased the amount of state financial aid. The social effect of the Financial Education Award Program in the implementation process has attracted much attention.
 
1. Application of the project unit
 
1.1 basic information of the project unit
 
Zhongkai agricultural engineering college is a multidisciplinary provincial undergraduate university with agricultural science as its advantage and the coordinated development of agriculture, engineering, science, economics, management and literature. There are 16 Colleges (departments, departments), 1 postdoctoral workstation, 4 master's programs such as biochemistry, 1 professional degree program of master of agricultural extension and 45 undergraduate majors, including 16 famous brand and characteristic majors, and horticulture majors with national characteristics. The school recruits students from 14 provinces and cities across the country, with more than 12100 undergraduates, 51% of rural students and 3494 students with financial difficulties, accounting for 29% of the total number of students in the school.
 
1.2 poor students in Agricultural Universities
 
Rural students in agricultural colleges and universities account for more than 51%, and most students with financial difficulties come from rural areas. The main reasons for students' economic difficulties are low economic income in poor areas, laid-off parents, orphans, single parent families, long-term illness of the main labor force in the family, and the situation of many children in rural families. The main problems existing in the study and life of poor students in agricultural colleges are: (1) lack of self-confidence. Poor students receive less characteristic education, such as music, sports and art, and rarely participate in competitions, such as sports competitions, speech competitions, knowledge competitions and debate competitions. Some are not confident in their participation in collective activities, while others are unwilling to interact with their classmates. They often lack self-confidence and have a strong sense of inferiority in life and study. Moreover, the poor students' psychological quality is not high, and their psychological status is relatively fragile. (2) Low performance. Most of the poor students come from remote areas or rural areas, and their knowledge of English and computer is generally poor. In order to supplement the basic knowledge of this aspect, they spend a lot of time studying, which affects the performance of other disciplines, resulting in low overall performance, which leads to high learning pressure. (3) Not very knowledgeable. Due to economic difficulties, poor students seldom participate in cultural and recreational activities, their social contact is relatively narrow, and their social practice experience is not rich, which leads to their low level of consideration, simple thinking, and sometimes even escapism. (4) Employment difficulties. Because most of the students in agricultural colleges come from rural areas, and many of them study agricultural majors, agricultural majors have great difficulties in employment because of their relatively difficult employment and weak employment competitiveness.
 
1.3 basic information of project initiation
 
This project mainly includes three projects: national scholarship, national inspirational scholarship and national bursary in the National Financial Education Award project of Zhongkai agricultural engineering college. National scholarships are used to reward outstanding full-time undergraduate students in ordinary undergraduate colleges and universities. The reward standard is 8000 yuan per student per year, and 31 people are allocated by the Guangdong Provincial Department of education; The national inspirational scholarship is used to reward and subsidize the full-time undergraduate students in ordinary undergraduate colleges and universities who are both excellent in quality and learning. The subsidy standard is 5000 yuan per student per year, and 490 people are allocated; The national financial aid is used to subsidize students with financial difficulties among full-time undergraduate students in ordinary undergraduate colleges and universities, mainly poor students. The subsidy standard is 3000 yuan per student per year, and 1907 people are allocated.
 
2. Project implementation
 
2.1 establish project review organization
 
Zhongkai agricultural engineering college has set up a leading group for evaluation, with the leaders in charge of the school as the group leader, the director of the student department and the director of the finance department as the Deputy group leaders, and the deputy director of the student punishment department and the deputy director of the finance department as members. National scholarships are mainly aimed at students with excellent academic performance, and are evaluated in combination with students' performance in social practice, innovation ability and comprehensive quality. This scholarship emphasizes the selection of the best among the best. The national inspirational scholarship mainly requires that the winner of the national inspirational scholarship must be a student from a family with financial difficulties who is excellent in both character and learning, and favor students majoring in agriculture and art in a certain proportion. The state grants are given to students majoring in agriculture and art in a certain proportion. Through the class assistance group, we should adhere to seeking truth from facts and carefully check to ensure that students with poor families and frugal lives can obtain them.

2.3 standardize performance review procedures

Thirdly, departments and schools publicize. During the publicity process, schools and departments publish supervision calls to accept the supervision of students. Finally, after the preliminary list recommended by the secondary colleges and departments is reviewed by the student office, it is submitted to the school evaluation leading group to determine the list of award-winning students, which is submitted to the Guangdong Provincial student aid management center, and then submitted to the Ministry of education for approval by the Provincial Department of education.
 
2.4 timely implement fund distribution
 
According to the spirit of the document "notice on Issuing the budget of national scholarships, national inspirational scholarships and national bursaries for general undergraduate colleges and higher vocational schools in 2010" issued by the Department of finance of Guangdong Province, the issuance of subsidy funds will be implemented. Those belonging to national scholarships and national inspirational scholarships are directly transferred to the student's bank card account. Those belonging to national scholarships are transferred to the student's meal card for 10 months at the rate of 300 yuan per month as student living and food subsidies. In 2010, a total of 2428 people from Zhongkai Agricultural Engineering College received awards, of which 31 students received national scholarships, with a total amount of 248000 yuan; 490 students won national inspirational scholarships, with a total amount of 2.45 million yuan; There were 1907 students who received state grants, and a total of 5.721 million yuan of funds were issued. The above three funds totaled 8.419 million yuan, which were fully implemented in the student's bank account and student meal card.
 
3. Project performance evaluation
 
3.1 at the social level
 
With the continuous development of China's economy and society, the party and the state attach great importance to the issue of people's livelihood. While increasing investment in education, we pay more attention to poor students, especially those in rural areas. The State adopts the way of economic assistance to reduce the educational burden of students with financial difficulties, so that poor students can afford to go to university and receive higher education, which reflects the superiority of the socialist system. On the other hand, through financial assistance, promote the cultivation of college students to grow into professionals, practical talents and innovative talents, and improve the labor quality of students, which plays a fundamental role in the establishment of a socialist harmonious society in China, and is conducive to ensuring the realization of China's strategy of rejuvenating the country through science and education [2].
 
3.2 at the government level
 
Educational equity is an important part of social equity. Realizing the opportunity for everyone to enjoy education is the embodiment of social educational equity. The core issue of public finance is to meet the public needs of society and finally achieve the all-round development of economy and society. As a social public utility, colleges and universities are an important responsibility of the government to develop education. By using the adjustment and distribution function of financial funds in economic society, the government gives full play to the functional role of national public finance, subsidizes college students to solve economic life problems, plays a role in safeguarding the educational rights and interests of students with financial difficulties, and reflects the fairness of the government to higher education.
 
3.3 at the university level
 
The government will attract more rural students to apply for agricultural colleges and universities by increasing policy support, especially for Agricultural Students in agricultural colleges and universities, which is conducive to promoting the development of agricultural colleges and universities and optimizing the educational structure. At the same time, according to the characteristics of different schools and majors, guide students to study the majors most needed by the country, promote the optimization of disciplines and professional structure of colleges and universities, which is conducive to the development of teaching advantages of agricultural colleges and universities, cultivate high-level talents required by modern agriculture, and promote the economic and social development of agriculture and rural areas.
 
3.4 at the student level
 
The state has clearly stipulated the selection rules in the design of national scholarships, national inspirational scholarships and national bursaries. The three have different focuses, which not only play an overall interactive and complementary role, but also differ. Mainly: the objects of national scholarship are all students, including poor students and non poor students. It is to encourage students who are excellent in both character and learning to study hard, develop in an all-round way, and play an exemplary role. However, there are not many places in this award program, and both non poor students and poor students can get it. For poor students in agricultural colleges, the award involves few students, sometimes even none. Therefore, in fact, it does not play a role in helping students with financial difficulties. For the national inspirational scholarship, the subsidy object is students with financial difficulties from families who are excellent in both character and learning, which is conducive to encouraging students with financial difficulties from families to be strict with themselves, abide by the law and study hard, and is conducive to guiding and caring for the growth and success of students with financial difficulties from families. The proportion of this award and subsidy program only accounts for 3%. Agricultural Students from local agricultural colleges and universities in Guangdong are still inclined, but the proportion is small. The object of national financial aid is students from economically disadvantaged families, which is conducive to helping poor students study and live in school, providing economic security, and effectively solving the practical problems of poor students. However, the proportion of economic aid accounts for only 20%, and the scope of financial aid is relatively narrow, which has not fully covered poor students in agricultural colleges and universities, and some poor students have not received due subsidies. According to the current price situation, the subsidy amount is 3000 yuan, and the subsidy fund is relatively small, which still can not solve the economic difficulties of poor students.

4 suggestions on improving the social benefits of financial education grants
 
4.1 standardize qualification criteria
 
The qualification of poor students is the basis and premise for the implementation of financial education funding projects, and standardizing the evaluation criteria is the objective condition for the evaluation. (1) Formulate the recognition system. Colleges and universities should innovate the methods of identifying the qualifications of students with financial difficulties from families, and reasonably define the poverty level of students with financial difficulties from families, such as three different levels of students with special difficulties, students with comparative difficulties and students with general difficulties. (2) Adhere to the review principle. In the process of evaluation, evaluation and distribution, we should adhere to three main principles: the principle of combining democratic evaluation with school evaluation, and the principle of seeking truth from facts; Uphold the principles of openness, fairness and impartiality. (3) Strengthen supervision and management. To implement the two-level publicity mode, schools and departments should publish supervision telephone numbers, accept the supervision of society and students, and ensure the accuracy and fairness of qualification recognition. School level funding centers and secondary colleges and departments should strictly operate, invite student representatives to participate in the evaluation, let students know, and objectively and effectively use financial funds for students with financial difficulties.
 
4.2 expand the scope of funding
 
With the development of social economy and the popularization of higher education, the number of students is increasing, and the number of poor students is also increasing. The state should draw education funds according to 4% of GDP stipulated in the education plan, increase financial investment in education, expand the scope of student assistance, and let more students get help [3]. If the proportion of national inspirational scholarships is expanded to 5%, the proportion of national scholarships is expanded to 23%, the coverage reaches 100%, and the amount of subsidies is increased, the national inspirational scholarships should be 5000 yuan? 4.3 preferential policies for Agricultural Students
 
Pay attention to adjusting the educational structure, so that the subsidy policy can not only help poor students solve the problem of schooling, but also, more importantly, encourage poor students to study the majors most needed by the country and develop in the areas most needed. Agriculture is the foundation of national economic development. Cultivating agricultural professionals is one of the strategic steps of rejuvenating the country through science and education, and it is the objective need to promote the development of agricultural modernization. Agricultural Colleges and universities should pay attention to cultivating high-end agricultural science and technology talents. For students with excellent character and learning, they should be encouraged to study hard and forge ahead. While improving their academic performance, they should actively participate in scientific research and social practice activities, constantly improve their comprehensive ability, and develop in an all-round way in morality, intelligence, physique, beauty and so on. In terms of the arrangement of funds for award-winning projects, the state should take effective measures to give more policy preferences to agricultural students, especially in terms of national inspirational scholarships and national bursaries, a larger proportion should be arranged to solve the living difficulties of Agricultural Students and cultivate more agricultural professionals. In terms of tuition fees, the state should formulate preferential policies to reduce or exempt the tuition fees of Agricultural Students in agricultural colleges and universities, encourage more students to engage in agricultural knowledge learning, and provide more and better agricultural high-tech professionals for rural areas. In terms of employment and entrepreneurship, the state should encourage students to work in rural areas and at the grass-roots level, so as to contribute to the development of agricultural and rural economy, so as to promote the development of agriculture and rural economy in China [4].
 
4.4 increase funding for colleges and Universities
 
The school should continue to withdraw 4% to 6% of its business income for student assistance and improve its financial assistance. (1) Reward excellent students. Encourage poor students to pay attention to professional knowledge learning, constantly improve their comprehensive quality and improve their innovative thinking ability. (2) Special subsidies will be given to agricultural students. At present, the living allowance for students majoring in agriculture of Zhongkai agricultural engineering college is 30 yuan per month, which is not enough to solve the problem of students' life. In this regard, we should increase assistance and raise its standard to 100 yuan, 1000 yuan per year. For special subsidies for students living in extreme poverty, we should increase capital investment to solve the living problems of students living in extreme poverty. Poor students with employment difficulties should be given living subsidies before employment to solve the actual difficulties of students. (3) Carry out work study work. Colleges and universities should increase capital investment and carry out on campus work study, on the one hand to solve students' living and economic difficulties, on the other hand to improve students' social practice ability and enhance the employment competitiveness of poor students. (4) Encourage social organizations to subsidize. Take all kinds of effective measures, organize social forces to donate to poor students, increase financial support, and expand the coverage of subsidies. (5) We will do a good job in national student loans, solve the problems of tuition and accommodation fees for poor students, and ensure that students do not drop out of school because of financial difficulties. At the same time, we should carry out integrity education and gratitude education to improve students' comprehensive quality, enhance students' integrity, and enhance students' sense of social responsibility.
